依照官方披露的相关安排，针对美国对加拿大200亿美元商品加征50%关税的霸道做法，加拿大将于9月8日落地等额报复关税，直接回击美方霸凌行径。

这场贸易战来得十分突然，所有人都毫无防备，早前双方谈判明明眼看就要敲定框架协议，怎么在最后关头忽然直接谈崩了？根本缘由完全不是经济分歧，反而是美国贪得无厌步步紧逼，企图借着贸易谈判彻底掌控加拿大主权，将盟友转为自身附庸。卡尼在电视讲话中直言，这次谈判破裂，本质是加拿大遭遇了美国的经济袭击。谈判步入收尾阶段，双方此前已达成互利共识，加拿大更是主动示好，打算取消部分行业报复关税、恢复上架美国酒类产品，尽显十足协商诚意。

C | 可美方谈判团队贪心不足，临门一脚突然加码大量霸王条款，提出一堆毫无逻辑、赤裸裸侵犯加拿大主权的无理要求。卡尼公开点明美方三项不合理要求：强行限制加拿大自主对外签署贸易协定的权限、插手加拿大语言文化保护相关事务、出台极度不公的汽车行业专属条款。简单来说，美国的目的一目了然：不止要赚加拿大的钱，还要彻底锁死其发展空间，剥夺外交自主权，变相把加拿大变成美国“第51个州”。加拿大无论处于何种情形下，都不可能接受这类丧权辱国、极不对等的协议。正如卡尼所言，谈判的底线是国家主权，绝不会为了一纸协议出卖国家核心利益。很多人觉得加拿大硬刚美国是自讨苦吃，但从经济层面来看，加拿大并非盲目冲动。

加拿大皇家银行分析认为，美方落地的新一轮关税即便不会彻底拖垮其本国经济，也会对塑料制品、电气机械等优势产业造成沉重打击。

反观美国这边，似乎根本没觉得这事情有多重，依然全程一副霸权傲慢姿态。 8月23日，特朗普政府公开下场警告加拿大，直言其硬刚美国是“犯傻”，甚至狂妄预判贸易战将给加拿大带来毁灭性打击。美国交通部长更是放话，卡尼很快就会服软低头，主动重回谈判桌认输。特朗普本人更是亲自下场嘲讽，吐槽加拿大想享受美国州级待遇，却不愿并入美国，还翻旧账指责加拿大长期对美农业产品加征关税，扬言就此终结过往局面，霸道心态展露无遗。可美国显然没能正确预估本届加拿大政府所抱持的坚定决心。奉陪到底卡尼在2025年就任后，完全抛弃此前单方面向美国妥协让步的外交策略，核心施政方向是减少对美经济依存度、推进贸易多元布局，牢牢捍卫主权与利益边界，绝不受美国操控盘剥。卡尼看得十分透彻，如今的美国早已变了，不再是互利共赢的合作伙伴，而是把经济一体化、贸易协定当成打压盟友的武器。美方加征关税的相关说辞反复摇摆、毫无严肃性可言，持续消耗双边互信，此前双方默契共处的相处模式早已彻底成为过往。
